I have the exact same one. I about choked when I bought it, but it's been worth every pennyThat's a KBAC 27D. (Model #9520) It's a phase converter and VFD. It's good for up to 2HP on 220V, but de-rated to 1.5HP if set up on 110V. They are $357 no matter where you look. I think KB electronics must have minimum pricing.
