What am I doing wrong?

I was wondering about the Parks being 100 degrees. I didn't think it had to be preheated?

That knife was quenched when it was really cold out so the oil in the tanks was also cold. It's my understanding that if it's cold, it should be heated to at least 70 - 80 degrees and not past 120. However, I've seen a lot of differing opinions on the subject.
