I have a pretty good idea what this, and what it looks like. The thing I’m not sure about, is the function of the form. To my eye it disrupts the flow of the knife and I can only imagine it would feel funny in the hand. Bear in mind I say this with envy and the utmost respect for those that can pull it off. With my current skill set, I don’t believe I could pull it off.

I may be off base, but I think there a couple reasons for it. Some natural materials can expand and contract with humidity changes, so the museum fit prevents there ever being a rough edge sticking up or down at material transitions. Secondly, it adds a little visual interest to the knife, more shadow lines, more facets, etc.
 
In my opinion, it doesn't interfere with the flow, and doesn't feel funny. The step is so small it feels and looks fine, much better than the sharp edge feels ( if MF is not used) when the natural material shrinks or swells due to changes in humidity. Pinless and take-down construction are also methods that knife makers can use to mitigate problems with handle movement.
