This maybe a little far-fetched, but how about modifying a leaf blower?

I have a smaller forge, it is 4" round by 14" long. It got to welding temps as a venturi, but I changed to forced air for controllability. I too was looking for a cost-effective fan. I am using a blower like this and am very happy with it. It gets to welding temps quickly and makes the forge fuel efficient. Looks funky and is way different from what most smiths expect.

Look at the little square with up arrow just to the left of AC Blower. Click that and look at bottom of popup and it will give a short link making it easy to link to. I rigged up one using that type of blower and amazing how well it worked. For my regular forge I use this blower for $75:
