I need to put my rubber belt back on my porta band. It slipped off and I need to take this off. Can you see that clamp washer . 
Is there a tool for this?

It can be done with a flat blade screwdriver, needle nose pliers, and all the cuss words you’ve ever heard.
But snap ring pliers make it a ten second job.

I can certainly give you the new cuss words ...that is, if you really need my input!If you go with the needle nose pliers and need to expand your vocabulary, I'm sure you can get some input from other forum members
However, a set of snap ring pliers is not real expensive so go to an auto parts store and get some.

I almost ruined a snap ring until I bought some snap ring pliers. Snap ring pliers, at least the ones I bought, sort of work backwards of regular pliers.

Way a head of ya. I welded the snap ring to the saw so it won’t fly off. I’m always thinkin.Snap ring pliers, aka snap ring "slingshot".
