Handle texturing

Does anyone know of a how to to do handle texturing. I see this texturing often but have no idea how to do it and would like to learn.

I recall a thread somewhere (?) where Ed Caffrey said he uses a very high speed rotary tool and a small bit and kind of pokes at the handle until he gets what he is looking for. I'm sure that could be explained better but that is basically what I think he described. As I recall, he said it takes quite a while to get it done.
