It is a Geo. Schrade 1942 Pruner.
Good condition sells for about $20-$30 on Flea-Bay.

STAINLESS STEEL

I believe there was a fishermans model and that top edge was a fish scaler.

Janik nailed it. This kind of construction is called a "wire jack." As in jack knife with a wire frame.
