Well Mark it takes a little doing, I form each piece on a die, glue a piece of micarta the full length of each half so it does not bow, cut out pieces of liner material you are going to use, grind each half so they match, do this on the platen use the liners to gage your fit, I put scotch tape on the blade so it will not get scratched, fit it so you have a snug fit and hope there is not much change when you solder it sometimes they need to be straitened , throw the liners away you used for fitting it will have metal grindings in it,I line them all the way to the bottom, use four pieces two for the sides two for the width , use contact cement don't let it dry, use double stick tape on thin machinist rules to slide the liners in the thin sides first, use a 1/16" welding rod with a flat on the end to get free from the tape, do all the pieces the same way, the smaller the sheath the harder this becomes. Some times things go to pot and you soak them in lacquer thinner and start over, I believe they should be lined to the bottom, have done a lot of these and it works for me,if I can help you let me know.
