You can use either, but my personal recommendation is neither. I far prefer Anhydrous Borax. It's available at most pottery supply outfits. It's nothing more then Borax with all the moisture removed. It works MUCH better then standard borax booster or detergent. Typical borax (the booster or detergent) foams up and falls off, which means you have to use LOTS of it to get it coated on the steel. Anhydrous is "sprinkled" on, melts without foaming, and just works so much better.
