Whats a good beginner budget knife maker drill press for folder knife making?

You'd be better off looking into an entry level mini mill (or bigger).
You're going to need something with a reasonable amount of precision and versatility. In the long run it will be cheaper because you'll wind up there anyway if you persue the folder thing. At the very least you'll have a decent drill press.
