Western knife odd serial #

Hi all, I recently saw an old Western/Westmark 701 with odd serial stampings. THere are two serial #'s one on the back and another on the front stamped directly over the brand mark WESTMARK.
Any knowledgeable Western fans out there who may know the meaning of the second stamp? :les:

Will emailed me back and mentioned he thunk it was perhaps just a newbie employee mistake, not much more to say about it. Odd that such a knife would leave the factory!

If it's anything like money that should NOT have past QC, so it may have some value to collectors as it should be rare...maybe.
