Get a surface grinder and PG it after HT using Norton "SG" wheels or a belt conversion. Or you can send it out for grinding (IE surface, blanchard, or double disk grinding). When doing my large batches, I have all the blanks blanchard ground.

I had a grizzly G3103 that I used for a while. It worked pretty well. However, that mill that you are looking at is not going to be all that rigid. There just isn't enough cast iron in the column. Try to find a good used Bridgeport. You won't regret it.

Give neoprene foam a try. I've been using it for years and it works great! Once it stops molding the sheaths nice and crisp, throw it away and replace it.
