While I find merit with your conclusions, I believe it was Barney who fired the errant round. Andy had just locked Otis up for the night and was shuffling papers on his desk in preparations for a call to Aunt Bee. If Goober had been the one to fire the shot, then the obvious question would be how he was able to wrestle the wine flask away from Floyd. You probably did not consider that all three of the protestors were wearing prada, and it only being Tuesday.
