Safety files?

I've seen mention of these in a few threads. What are they? How/why are they used and how would an aspiring knife maker go about making one/some?

If you're referring to what I think you are, they're just files that have either a safe edge or a safe face, simply meaning the cutting teeth are ground off one or both edges or one or both faces.

Just buy some files and grind the teeth off the edges or faces as you see fit for your needs.
 
The term that I think you are referring to is a SAFE SIDE file. This is so that you can file right up to a vertical surface and not scratch or mar the vertical surface, such as a plunge line in knife making.
