Sort of. I usually think of stippling as small dots stamped into the surface. I use my smaller rotary tool and different burrs, a carbide one in this case, and cut the texture in. (I've attached a picture of a fighter I'm building that shows me texturing the ricasso using the same technique.) To remove the roughness which can feel a lot like a file I run a small wire wheel over it. This gives the texture a more comfortable feel and burnishes the surface. The face of the bolsters is a general "wood grain" texture, but sometimes I cut a pattern than goes in a certain direction. The nuts have textures cut that way. After all this I give the bronze a patina with a solution for copper based alloys, then hit it lightly with 0000 steel wool.

Except for the patina solution and steel wool rub the textures on the blade were done in the same way.
