I picked this up at a swap meet.The guy I got it from didnt know what it is used for.Also showed it around,nobody knew.But I bet someone here does!

that looks like a ball/peen hammer head that has been reforged into a tomahawk/hammer hawk in the style Mel Gibson used in the movie The Patriot.
 
I believe Boss Dog hit it on the head. Don't know the proper terminology but the handle hole is shaped for a hammer and would look unusual on something totally forged.
